The Malaysian Government has just unveiled its latest rooftop solar programme, Solar Accelerated Transition Action Programme (Solar ATAP) — the successor to what many have called NEM 4.0. This is big news for homeowners, businesses, and agricultural users looking to save on electricity and go green. In this guide, Solarguide explains what Solar ATAP is, the timeline, what changes it brings compared to earlier NEM programmes, and how you can act fast to benefit.

What is Solar ATAP (Old Name: NEM 4.0)

  • Solar ATAP is Malaysia’s new rooftop solar initiative, replacing the earlier NEM programme that expired in June 2025.
  • “NEM 4.0” is the working/old name many used in discussions, but officially it is now called Solar ATAP.
  • The goal: allow consumers to offset their electricity bills with solar power generated, using a more sustainable, flexible framework. Solar offsets under ATAP will be calculated at the System Marginal Price (SMP) — the fluctuating wholesale electricity clearing price, updated every 30 minutes, rather than simple fixed credit rates. What’s New / Different Under Solar ATAP vs Previous NEM Versions

AspectOld NEMSolar ATAP
Offset rate / Export credit1-to-1 offset of energy & capacity charges; excess generation credited against daytime/night-time usage.Offsets will follow System Marginal Price (SMP). This means pricing reflects actual supply cost in half-hour intervals.
Eligibility / QuotasNEM Rakyat (residential), GoMEn (government), NOVA (commercial/industrial) with quotas. Residential quota (600 MW) has been filled under NEM Rakyat.ATAP is intended as the continuing scheme after quotas ended; it may remove some of the quota constraints. Details to be confirmed.
Self-Consumption / Surplus ExportUnder NEM, surplus generation exported to grid under agreed rules. SELCO (Self Consumption) did not allow offsets unless energy stored and used from battery.Solar ATAP will restore or refine offsetting ability based on surplus generation, but the offset rate is subject to SMP. More clarity is expected when guidelines release.
Agricultural & Non-Domestic UsersEarlier NEM (and SolaRIS / NEM NOVA) had more limited or different terms for non-household users.Under ATAP, more inclusive: agricultural users can benefit.

Why This Matters: Benefits & Considerations

Benefits:

  • Lower electricity bills: Generating your own solar power and offsetting consumption lowers your monthly bills. Under Solar ATAP, you're likely to see savings especially if your daytime usage is high.
  • More predictable pricing: With SMP-based offsets, you align more to wholesale electricity prices which can reflect cost drivers more transparently.
  • Green & sustainable: Using solar reduces reliance on fossil fuels and helps Malaysia in its renewable energy goals.
  • Better opportunities for more users: With quotas filled under old schemes, Solar ATAP may open up new slots, especially for users who missed earlier NEM chances.

Considerations / What to Watch Out For:

Regulatory details (e.g. whether capacity charges are offset, grid connection fees, technical requirements) are still being finalised.

Since SMP is variable, offset values will fluctuate — in some periods the off-peak price may be lower, reducing savings.

Capital / upfront cost still needs investment: panels, installation, possibly batteries (if opting for self-consumption or wanting surplus stored).

What You Need to Do Now to Prepare

  1. Assess your rooftop suitability – size, orientation, shade, existing wiring, etc.
  2. Check your electricity consumption pattern – daytime vs night; will surplus generation occur? Would battery storage help?
  3. Gather quotes from reliable suppliers – compare solar panel brands, inverter types, warranties, as well as installer track record.
  4. Monitor guideline releases – from Energy Commission (Suruhanjaya Tenaga) & SEDA — the official documents will tell you exactly how to apply under ATAP.
  5. Act early – Since demand is already high (NEM Rakyat quota filled), being among the first to apply under ATAP gives better chance of securing favourable terms.

Some supplier companies are already preparing special packages for Solar ATAP — attractive panel & inverter bundles, financing options, battery-storage combos. But because the guidelines are new, not all suppliers are equal in terms of experience, warranty, technical compliance.
