What is Solar ATAP?

ATAP stands for Solar Accelerated Transition Action Programme. Announced by the Malaysian government and administered by SEDA and the Energy Commission, it replaces the old NEM scheme with a smarter, more market-aligned system.

Generate Your Own Power

Your rooftop solar panels generate electricity. Your home or business uses it directly first — reducing your TNB bill immediately.

Export Excess to the TNB Grid

Any energy you don't use gets exported to TNB's grid. Under ATAP, you receive credits based on the System Marginal Price (SMP), a real-time wholesale electricity rate.

Offset Your TNB Bill

Export credits are applied to your monthly TNB bill. The more solar you generate (and export), the lower your electricity costs.

Export Credit Valuation
- Residential users: Credits are calculated based on the prevailing Energy Charge tariff.
(≤1,500 kWh/month = RM0.27/kWh, >1,500kWh = RM0.37/kWh)

- Commercial & industrial users: Credits are calculated based on the Average System Marginal Price (SMP).
Monthly Offset System
- Export credits are applied to offset the Energy Charge component of your electricity bill.

- Credits must be utilised within the same billing cycle.

- Any unused credits will expire at the end of the month (no rollover).

Solar ATAP is Malaysia’s most inclusive solar programme to date, covering TNB users across 4 key sectors.

Residential

Terrace houses, semi-detached, bungalows and even townhouse, any landed property where you own the roof.

Commercial

Shoplots, offices, retail buildings, and other commercial premises. Excellent ROI potential due to high daytime energy consumption.

Industrial

Factories and manufacturing facilities. Large roof space and high energy loads make industrial ATAP installations highly cost-effective.

Agricultural

Farms and agri-facilities. A newly included sector under ATAP — opening solar access to Malaysia's agricultural community.

ATAP stands for Solar Accelerated Transition Action Programme — Malaysia's new government-backed rooftop solar scheme, officially launched on 1 January 2026 to replace NEM 3.0.

Not necessarily. If you're home during the day or run a daytime business, a battery isn't essential. You'll self-consume most of your solar directly. However, because ATAP credits don't roll over, a battery lets you store midday surplus for night use instead of losing it, making storage more attractive than under NEM.

It depends on your usage pattern. NEM 3.0 offered a fixed 1-to-1 credit with 12-month rollover, better for heavy exporters.

ATAP has no credit rollover and commercial export is at the lower SMP rate. However, ATAP has no fixed national quota, allows larger 3-phase systems, and is open to more user types. For daytime-heavy users, ATAP still delivers strong ROI.

For most existing NEM users, it is better to remain on NEM until your 10-year contract ends. NEM's 1-to-1 credit is more favourable than ATAP. Switching requires terminating your NEM contract.

Unfortunately, no. Condominium rooftops are classified as common property under the Strata Titles Act and are not individually owned. Solar ATAP requires rooftop ownership to participate.
